Why Stress Test Sovereignty?

National quantum strategies, enterprise quantum roadmaps, and PQC migration plans all contain implicit assumptions about the availability and stability of technology supply chains. Those assumptions are rarely tested. Stress testing forces you to confront specific, concrete questions:

Our Scenario Library

Each stress test draws from a library of scenario modules that we customise to your specific technology stack, supply chain, and strategic context. The core scenarios include:

  • Supplier Cutoff: A critical quantum hardware vendor — QPU manufacturer, control electronics supplier, or cryogenic system provider — becomes unavailable due to sanctions, export bans, or corporate failure. Participants must identify which capabilities are immediately affected, what alternatives exist, and how long a switchover would take.
  • Standards Bifurcation: PQC algorithms, quantum networking protocols, or interoperability standards split along geopolitical lines. Your existing deployments and vendor roadmaps assume one standards track; a key market or regulator mandates another. Participants must assess the cost of maintaining dual compliance, the risk of choosing a side, and the architectural changes needed for standards agility.
  • Cloud Access Revocation: A quantum cloud platform (or the classical cloud infrastructure underlying your quantum workflows) withdraws service to your region or organisation. Participants must determine what quantum workloads are disrupted, what data is at risk, and whether on-premises alternatives can be stood up — and in what timeframe.
  • Talent Mobility Shock: Key quantum personnel — researchers, engineers, or programme leaders — leave, are recruited by foreign competitors, or lose the ability to work in your jurisdiction due to visa, export control, or security clearance changes. Participants must assess concentration risk in their quantum workforce and the time to replace critical expertise.
  • Export Licence Denial: Your organisation cannot procure quantum components or software due to an export control change in the supplier’s jurisdiction. Participants must identify which procurements are blocked, what stockpiles exist, and what alternative sourcing paths could be activated.
  • Crypto Mandate Divergence: A jurisdiction critical to your operations mandates PQC algorithms or cryptographic standards that differ from those your vendors have implemented. Participants must assess the operational impact, the cost of divergent deployments, and the architectural prerequisites for crypto-agility.

Each scenario module includes leading indicators (early warning signs that allow proactive response), failure modes (how things break — technically, operationally, and politically), and optionality mitigations (concrete actions to preserve flexibility and control). Scenarios can be combined, sequenced, and customised with sector-specific details for financial services, defence, critical infrastructure, telecoms, and other sectors.

How the Exercise Works

The stress test is run as a facilitated workshop — typically half-day or full-day, depending on the number of scenarios and the depth of play. The format is structured but interactive, designed to generate genuine insight rather than scripted responses.

Before the workshop:

  • We work with your team to select and customise scenarios based on your actual technology stack, supply chain, and strategic context. Generic scenarios are available, but the highest-value exercises use scenarios tailored to your real dependencies.
  • We provide pre-read briefing materials so participants arrive with a shared baseline understanding of the quantum sovereignty landscape.

During the workshop:

  • An Applied Quantum facilitator runs each scenario through three phases: inject (the scenario is presented with escalating details), response (participants discuss and decide how to respond), and debrief (the facilitator draws out lessons, challenges assumptions, and maps identified vulnerabilities).
  • A dependency mapping exercise is conducted in parallel, where participants collaboratively map their quantum technology dependencies and score them for severity and replaceability — often revealing blind spots that no individual participant was aware of.
  • A structured scoring rubric allows participants to rate their organisation’s preparedness for each scenario on a consistent, comparable basis.

After the workshop:

  • Applied Quantum delivers a comprehensive after-action report documenting identified vulnerabilities, response quality, disagreements and blind spots surfaced during the exercise, and prioritised mitigation recommendations.
  • The report includes a dependency map updated with findings from the exercise, a preparedness scorecard, and a recommended action plan with ownership and timeline.
